Für heftige innenpolitische Diskussionen sorgte 20 Jahre nach dem Ende des Zweiten Weltkriegs die drohende Verjährung schwerster nationalsozialistischer Verbrechen. Das Verhältnis zwischen den Koalitionspartnern CDU/CSU und FDP war durch Differenzen auf nahezu allen wichtigen Gebieten zunehmend belastet. Dennoch wirkte der über Jahre aufgebaute Nimbus Ludwig Erhards als Vater des Wirtschaftswunders stark genug, um im Herbst 1965 mit einem eindrucksvollen Wahlsieg eine Fortsetzung der Koalition zu ermöglichen.
