2017年1月1日，加拿大籍學者貝淡寧（Daniel A. Bell）獲任命為山東大學政治學與公共管理學院院長。他既非公民，也不是中國共產黨黨員，卻因研究儒家思想成就斐然，成為中國首位重要高校的政治學學院院長。本書記錄了貝淡寧這位外籍「小官」的獨特經歷，也記述了他觀察中國學術界與政治體制互動的感想與建言。
