Er zeigt, welche Erfahrungen andere Länder mit ausgeglichenen Haushalten gemacht haben und leitet daraus wichtige Lehren ab. Sein Fazit ist ernüchternd: Deutschlands Fiskalpolitik folgt gegensätzlichen Zielen, zwischen denen die Handlungsfähigkeit des Staates zerrieben wird. Die "schwarze Null" löst diese Zielkonflikte nicht etwa auf, sie verschärft sie zum Teil sogar.§
