Same signatures. Two counties. Two different results.

In 2024, Utah's sitting governor qualified for the primary ballot by gathering signatures instead of winning his party's convention. Washington County flagged signatures from one circulator as No Match. In Davis County, signatures tied to that same circulator went onto the governor's list as valid.

Investigators noticed. They asked for the governor's petition packets. What happened next is the subject of this book.

Utah SigGate follows the paper trail through attorney general case files, GRAMA requests, records-committee rulings, and audit invoices obtained from the state itself. It documents:

  • 74 to 5. Seventy-four Cox packets were tied to three uncharged circulators. Five were examined. Within those five, the only signatures verified were ones Davis County had already rejected.
  • $344,597.90. Three audits. Two CPA firms. Fourteen CPAs. The third audit was denied access to packets the first two could see.
  • The retroactive letter. A disclosure that changes the timeline of who knew what, and when.
  • The records fight. How the state's own records committee ended up credentialing the questions it was asked to bury.

It shows what the state's own reviewers flagged, what the state chose not to examine, and who made that call. Every figure is sourced. Every conclusion invites correction from the people who hold the records.

The Second Edition is rebuilt across five parts and twenty-two chapters, with appendices of source documents, and closes with two chapters opening the next investigation: land, development money, and the leverage behind county funding.

If the state's numbers are wrong, it has the packets. Ask it to show them.......
