The US Secretary of State's flight to Europe is diverted by terrorists to Yemen by order of Murad al-Najim, the leader of a violent militant movement. The Secretary and a contingent of UN delegates are imprisoned and tortured, several are assassinated. The President of the US orders the Navy SEALs to rescue them. The mission takes the SEALs to a remote site in the Yemeni desert, the headquarters of al-Najim. The team is nearly overrun and suffers severe injuries by waves of terrorists, but they succeed in capturing al-Najim. He is returned and imprisoned to the Aircraft Carrier USS Dwight D. Eisenhower pending his transfer to the US to face justice. However, Lt. Kara Voss, a member of the Navy crew, who has been converted to al-Najim's cause frees him and together they escape back to Yemen. Once again, the SEAL team is pulled back into action to catch him and the collaborator, known to the militants as Shabwah 'Aswad" - the Black Ghost. The story culminates in a dramatic confrontation between the SEALs and the escaped duo, al-Najim and the Lt. Kara Voss.
