The old clock tower in Devgarh Bazaar has not worked properly for decades. Its four faces disagree, its bell is silent and a demolition survey is only three days away. Then, in the middle of an ordinary afternoon, the tower clicks, a brass cipher wheel falls from the pigeon bracket and the Bharat Quest Club is pulled into its sixth adventure.

Ira, Kabir, Tara, and Neel soon learn that the tower was never only a clock. It was designed as a flood-warning machine, a public alarm and a promise to the town. But the maintenance book has vanished, the six cipher wheels are hidden across Devgarh and a smooth-talking developer may be trying to force the tower's removal before its real purpose is discovered.

To solve the case, the children must read shadows, decode an old tune, enter a hidden lower chamber, follow water channels and prove that the tower has been tampered with before Monday's official survey.
